Abstract

The article focuses on analyzing the necessity and nature of teaching - learning by method o f raising the problem in teaching Citizenship Education at high schools. The paper also outlines the stages to be taken and the forms when using the situation to raise the issue o f teaching and learning Citizenship, and the author also assesses the advantages to be taken and the disadvantages that need overcome in the process of using this method.
